What is 3 in 1 in Jakarta?
Jakarta’s local government was struggling to reduce traffic jam, especially on busy hours. One of the regulation enforced since 2003 was “3 in 1″ (“three in one”) for car usage within city’s main street. “Three in One” or “3 in 1″ means that only car with at least 3 passengers allow to enter a road. Exceptions are for public transportation, including taxi. It is kind of little things of traffic engineering which trying to reduce numbers of private car usage.
The idea is to reduce car usage which only used by 1 or 2 persons, and enforce people to use car effectively. At beginning this regulation was works, but after a while there were many “joki” (kind of jockey) tricks. Joki is person that offer their service to accompany the car driver to fulfill minimum 3 passengers in a car, of course with some fee (money). They usually waiting next to the street which 3 in 1 regulation is applied. Even though security officers did routine patrol, the Jokis still available almost everyday … just like cat and mouse.
The “3 in 1″ regulation only applied during busy hours, which are:
– 07.00 a.m. until 10.00 a.m. in the morning, and
– 16.30 p.m. until 19.00 p.m. in the evening

Official car parking fee in Jakarta city of Indonesia much cheaper compare to other world’s big cities such as Tokyo, Los Angeles, Berlin, Singapore, etc. Even though it is quite expensive for ordinary locals in Jakarta.
As for instance in 2014, parking fee for first hour was 2,000 – 5,000 Rupiahs (equal to 20 – 50 cents USD), and for next hourly was 2,000 – 4,000 Rupiahs per hour (equal to 20 – 40 cents USD). While unofficial parking fee could be about 2,000 – 5,000 Rupiahs for many hours, unofficial means temporary parking lot which handle and arrange by a person without any receipt nor timer which are many in Jakarta. If compare to Tokyo parking fee which up to 500 yen per hour (equal to 4.5 USD), this fee is so cheap !

Currently Jakarta’s traffic was very bad, traffic jam were almost allover the city. In the morning I took at least 2 hours from home to office which is about 18 kms distance, at evening almost the same when go back from office to home. Local government in Jakarta was struggling to built Mass Rapid Transportation, hopefully it can be happen within 3 years time. Otherwise Jakarta’s traffic jam would be very very bad. Even though the traffic condition but people prefer to use own car or motorbike because of public transportation availability, quality and its security issues.
Higher parking fee regulation in other hand could be used by local government to push people to use public transportation, but only if its already in good condition.
